

PDG Grant Hocking is our district’s “alternate” representative, if I am unable to complete my duties during this triennium.
The Council on Legislation (COL) meets in Chicago every 3 years to review and vote on proposed changes to the legislation that governs Rotary. The representatives from each of the 528 Rotary Districts consider enactments, which change Rotary’s governing documents, and position statements proposed by the by the RI Board. The 2025 COL will meet at the Hyatt Regency Hotel in Chicago from 13-17 April 2025.
There are 86 proposed enactments to be considered at this year’s COL. They can be viewed on this link: 2025 COL legislation. As I consider how to vote on each of these enactments, I welcome any comments that clubs or individuals may have about any of the them.
The Council on Resolutions (COR) meets online every year in October to vote on resolutions proposed by clubs, districts and the RI Board. Each district also votes on urgent enactments proposed by the RI Board that will amend the constitutional documents. Resolutions are requests to the Board or the Foundation Trustees to take an action that is outside the purview of the constitutional documents.
If you or your club would like to propose a resolution for this year’s COR, you will need to get district approval through me and the district governor and submit the resolution before 30 June 2025 using the online form here . As I did in 2022, I plan to write a daily report on proceedings during the COL in Chicago. You will be able to read them on the People of Action Rotary District 9800 Facebook page.
